This implies that both the text and the art cannot be used freely.
If you are releasing the text, this changes everything and makes it much easier to create hacks, since it will not be necessary to rewrite the same basic rules in different words to avoid violating the terms of the license.
My recommendation is to rewrite this section more clearly. And thanks for the clarification!

No you got it wrong you can COPY ANYTHING only permission needed is for art
